Proposal Summary:

This proposal presents a four-step plan for the evolution of the role of proposer within the Realtoken DAO, defining the eligibility criteria and the selection process for each phase.
The vote on this proposal therefore aims to validate the 4 steps and the criteria, a new vote will be carried out to elect the proposers

Motivation:

Establish a clear and evolving framework for the proposer role to ensure security, quality of proposals, and a gradual transition towards a more decentralized system in which governance is autonomous.

Context:

For phase 1 of the DAO, the ability to submit proposals is limited in order to prevent abuse, governance attacks, and give DAO members time to train and understand the mechanics in place.
In the first weeks, only RealT can submit proposals on-chain, then the DAO will be able to elect members who can submit proposals in total autonomy from RealT, within the framework defined by the DAO.

Stages of evolution for the proposer role (draft proposal):

Stage 1 - Launch:
- Only RealT can submit on-chain proposals
- Duration: Only until the election of the first proposers
Stage 2 - After initial election:
- Maximum number of proposers: 5
- Eligibility criteria:
  - 1000 REG locked in the incentive vault
  - Investment in RealTokens for more than $5000
  - Minimum 12 months in the ecosystem
- Duration: 6 months
Stage 3 - Expansion after 6 months:
- Total number of proposers: 15 (10 new spots)
- Eligibility criteria:
  - 6 months in the proposer role OR 2000 REG locked in the incentive contract
  - $5000 invested in RealTokens
  - Minimum 6 months in the ecosystem
  - Participation in at least 80% of votes in the last 6 months
  - Demonstrated activity on the governance forum
- Duration: 6 months
Stage 4 - Opening (if v2 of governance is not active):
- Number of proposers: Unlimited
- Eligibility criteria without election:
  - 100,000 REG locked in a dedicated contract
- Eligibility criteria with election:
  - 6 months of experience in the proposer role and 3000 REG or 5000 REG without proposer experience
  - $10,000 invested in RealTokens
  - Minimum 12 months in the ecosystem
  - Participation in at least 80% of votes in the last 6 months
  - Demonstrated activity on the governance forum
- Duration: 6 months

Selection process:

For stages 2 and 3: Election by DAO vote
For stage 4: Automatic validation if criteria are met OR DAO elections according to criteria

Responsibilities of proposers:

Writing and submitting high-quality proposals
Active participation in discussions on the governance forum
Faithful translation of forum proposals into on-chain proposals

Revocation:

Possible by DAO vote in case of failure to meet responsibilities for elected members
Automatic REG slashing via deposit in the contract provided for on-chain role attributions

Revision:

Evaluation of the system at the end of each stage
Possibility of adjustments based on community feedback

This proposal aims to establish an evolving framework for the proposer role in the Realtoken DAO, ensuring a gradual transition towards a more open and decentralized system.
The difficulties and costs associated with accessing this proposer role are vital to limit governance attacks in v1; in v2, the protection mechanisms will be different and the history of NFTs will facilitate access to these functions for people who have proven themselves.

Objectives:

Allow the DAO to manage its own eligibility rules for the proposer role

Start building the DAO while waiting for the development of NFTs and v2 governance

This framework will provide a clear vision of the stages of decentralization, decision-making processes, and governance.
A progressive process is perfectly aligned with the DAO's mission, which primarily aims for the security and stability of the Realtoken ecosystem.

Slashing: Penalty mechanism for proposers (role automatically assigned on-chain) who do not fulfill their responsibilities or attempt to abuse the system
